Having problems with making phone calls on my cell?

Ok so, I recently got a brand new phone, and it has the sim card, the battery. and the service bars are usually full, BUT whenever I try to make a call or have someone call ME, it says "Service Unavailable" and the manual doesn't cover that so I can't figure out why the hell it's doing that. Company, AT&T, says LG, and one of those phones where it's turned off it turns into a mirror. KINDA similar to this, not identical. 1. You need to call the service provider. It sounds like your phone is messed up. Or go into security and look at restricted calls.
