What is a network PIN?, and what is it for an ATT phone, with a Cellular One SIM card?

A friend gave me an ATT phone but when I put my Cellular One SIM card in, "Network PIN" popped up. What is the PIN number?

1. Sounds like the phone you have isn't unlocked and cant recognize the Cellular One sim card. I am not sure how you would get the code, you can try asking AT&T on thier customer service line.
