how come when i sign into my att account all of the refurb phones are retail price?

i dropped my phone in the pool so i was just gonna buy a refurb but its making me pay retail for a refurb. is this because im not eligible for an uprgade? i really need a phone!

1. It is because you are not eligible for an upgrade. Maybe consider getting a refurbished phone or used phone from another web site (craigslist, ebay...etc).
