Will my phone use data if i'm connected to wifi and verizon?

Okay here's my problem. I know how to connect to wifi and turn off the Verizon network. But when in turning off the verizon network, I am unable to call or text. Is this normal? When I am connected to Wifi and Verizon both, i can call and text. Now my question is, when I'm connected to both, am I using data?

1. No, Network Providers do not charge for using wi-fi. They have no part to deal with it, since ur computer or phone is directly connected to wi-fi hotspot without any interruption from ur network providers. They two are solely different.
