Would my friend be able to use my verizon phone?

Alright, so I have this old LG Nv phone laying around, & my friend needed a verizon phone because she broke hers. Since she can't transfer her data into my old phone because it's unable to work, she would have to start brand new with no contacts, correct? But how would she get the phone under HER name so that SHE would pay the bills? It's still under my name (the phone) & I was curious how that could work out? & also, any solutions on how to completely wipe out all data from the phone so I can give it to her new & clean ? Thanks so much. Getting a sim card ? I don't really get what you are saying. The sim card is built in so even if I were to get a new one it wouldn't work if that's what you are saying. thanks though
