Can you disable GPS on your cell phone for Emergency/911? (My girlfriend has a stalker who's a 911 operator)?

(Sincere question)... There is no option to "de-select" this on an LG cell phone... Should I call Verizon?... She has been turning off her cell phone for now, but that's not good: as no one can reach her... Help.
