LG Wireless Phone

Is the LG Neon II a good phone?

I'm 14 and getting my first cell phone. I'm considering the LG Neon II from AT&T. It has all the features I want and it's affordable (only $29.99) I just want to know, would you recommend it? (Details/reasons please?)
