What phones has wifi built on it and can have a laptop connect to the wifi on phone?

Basically what phone is the wifi itself and can allow a computer or laptop to connect to that wifi on the phone?

That's called "tethering". Almost all smartphones have it, although most cellular carriers make you pay an extra fee in order to enable the feature.
As the other person stated, it's called tethering. Most cell phone companies charge for it, but I have found that using my Android phone on T-Mobile that the tethering doesn't cost extra if you don't go over your data plan usage. I have a T-Mobile Samsung Vibrant (there are newer android phones - they need to have version 2.2 or higher for the tethering option). There are other smart phones and other companies that do charge more for it, but that wasn't a problem with me. Hope this helps! - Emma
