Do all cell phone towers work together in transmitting signal?

You have several cell phone companies and they have their own towers and sometimes share towers, well whenever your on your cell phone and its AT&T or something does it only use AT&T towers or does it just use whatever towers are closest no matter what company it belongs too? Like say, im using an AT&T phone and theres only US cellular towers around does my signal bounce off those and then AT&T is charged for using the US cellular Tower? Is that what Roaming charges are?

  1. They only use their own towers. If you connect to another tower ... it's roaming.
