Why can't I use a prepaid calling card on my ATT cell phone?

I was trying to call overseas and I bought one of those prepaid long distance calling cards at the store, when I tried calling -it wouldn't connect my call. It worked on my landline phone that I had, but not my cell phone. Do I have to pay international fee if I wanted to call overseas and to use a prepaid calling card for my ATT cell phone?

1. next time just go to local011.com and set up an account, it works from on at&t phones plus you don't have to dial so many numbers and you use it just like you use att's international but for a fraction of the price by the way calling cars charge something called connection fee which means that if you have 20 minutes on the card you can only get the 20 minutes if you use them on one call, if you make 3 one minute phone calls you will run out of credit. on local011.com you can you only get charged for the price of the minute and nothing else
