is it mandatory to have a cell phone carrying it with you in the army?

I am PuertoRican and don't have perfect English. I was written up last night due to the fact that they couldn't get a hold of me because I didn't have a cell phone. Cell Phone is referred in this case as personal, and not military. Although I have a homeland line, that is not enough for my Chain of Command. Their justification was because there's a lot of "changes", and they cannot afford that.

  1. It is your responsibility to have a way for your chain of command to get in contact with you.
  2. You might have a chance to fight that write up, if the Command has a policy that you must have a cell phone for contact, then either an allowance or issue for a cell phone would be in order. However, when i was active it was required that you have a land line if you resided "off base". I would contact your local JAG office and question the issue. That being said, not having perfect English has noting to do with it. And technically the Command must be able to contact every soldier with in a reasonable time, in case there is an emergency.
  3. you are required to be available at all times.. generally speaking you must return a call within a set time frame.. could be 20 minutes, could be a few hours. no excuses like 'I didn't get the message" they have to be able to get a hold of you at any time. most people no longer have landlines and only use cell phones anyway.
