Can you get a smart phone from Verizon without a data plan, only wifi?

I have heard some success stories but i am not sure if they are true....

1. probably not because the main thing about a smart phone is a data plan... and btw Verizon is just a ripoff, go to at&t
2. No you got to pay for there data if you get a smart phone. Every body is making you pay a data fee if you get a smart phone new,unlock or used AT&T is doing the same
