if you get a phone with verizon thats ABLE to get wifi, do you HAVE to pay for wifi'?

i was wondering. cause i either want a droid or a blackberry. and my mom doesn't want to pay for wifi. do you HAVE to get wifi with smartphones? if so, how much extra is it monthly? are blackberry plans any different from regular plans?
