samsung star wifi or htc touch viva? which one should i buy?

hello fnds i have budget 9000 rupees, and i want to buy touch screen phone with wifi,3g is not imported for me i only want wifi and good touch,i have selected samsung star wifi and htc touch viva t2223,so tell me which one is better to buy,i m personally like both phone,samsung has better camera with flash while viva htc has windows 6.1,both have wifi,tell me which is more comfortable in touch experience,thanks,,,,,,,,,
