Verizon wireless..new data plan?

So I wanted to get the Samsung Rogue from Verizon but obviously now they have the whole $10 plan requirement thing..well my Mom doesn't want to pay for this and my other choice of phone was either a Razzle or a Samsung Intensity. I was wondering if these phones were worth it seeing as I would have to have whichever I chose for two years and I don't want to be stuck with another crap phone. So would anyone recommend I get one of these phones or continue trying to convince my mom to get the data plan? I think she would, if she didn't believe there were extra taxes and hidden fees behind it. Are there? if anyone knows? Like say we were late on our payment (because sometimes we are..) how badly would they raise the price for the data plan?

1. The price for the data plan will never change- it gives you 25MB of internet use, and the only way it would cost you extra is if you went over that limit..
