help i have a bill on my credit report someone else was suppose to pay?

ok im going to start from the beginning so from my whole child hood i was in foster care i aged out so they put me in a group home because i had no where to go when i was in the group home i worked i was not aloud to spend any money by myself so i had a att phone bill in my name it was a house phone and they were suppose to pay it out of my money that i worked for so i ended up moving out and moving in with my now husband and i checked my credit score and it was on there that i own them late fee's disconnect fees and now its gone to a Collection agency and now i own even more money i went to the group home manger and she said that's on me but how is it on me when i wasn't aloud to touch my money i didn't know i had all these fees i thought they paid them out of my money witch they did every month till i moved out but i canceled it the day before i moved out and they stopped paying for it help i don't want to pay this how can i get them to pay for it ??? i have tryed to call the Collection agency and they wont drop it, but i dont see why i should pay for it when i moved in the group home they took over my money i had no say so at all where my money was going how do i dispute it with the creditors ? how do i dispute it with the creditors ?
