LG Wireless Phone

How do I get this LG Vu ATT phone that I found turned on? Does AT&T have ab unlimited plan? Down payment?

I found this LG Vu phone like 2 or three months ago... Can I use any sim card and be able to use every feature on it or do I have to go to an ATT store?

1. No because if it was reported lost or stolen it will have a lock on the serial number of the phone and the carrier will be able to tell if it is a lost or stolen phone. I had this happen when I worked at cingular some guy who claimed he found the phone wanted it turned on and it showed up as a tmobile phone that was lost or stolen we called the police and reported the number the guy called from.
