Adding a line on existing ATT Account..?

Say that I want to add another line to my ATT account and I wanted to buy that person an IPhone, would I be charged the going price of the IPhone 3GS which is $199 for the phone or would I be charged more? I am also available for an upgrade, and I am thinking of getting an IPhone for myself, but I just wanted to make sure that the other person can also get that IPhone for the same price. Thanks.
