Is the ATT Unlimited pre-paid plan to ALL networks?

Most phones around here are Verizon Wireless and US Cellular, I'm trying to look for the best deal to get my niece. Does AT&T unlimited pre-paid cover all networks? I looked into Boost but they dont have great service in our area.

1. Yes. For $60 a month at&t offers an unlimited calling and texting prepaid plan. It covers all carriers and landlines and long distance as well. Also when purchasing phones in the retail stores you get an added $ bonus depending on the phone.
