Whats wrong with my cell phone battery?

Well it was just fine yesterday, and so today i started putting it on the charger and it was just flash that it was charging but it just stays on one bar and it wont charge fully. Its a LG Scoop phone but idk whats up. Anyway remedies to charge it another way? Or is there anyway to make it better? Please help

1. Try taking the battery out and then putting it in again.
2. Try letting it die, then plug it in to charge.
