LG Wireless Phone

Does anybody know anything about I Wireless phones?

I just tried to call my boyfriend and instead of ringing and going to his voicemail, instead all I heard was a message saying "Message CR63 Welcome to I Wireless. The person you are trying to contact is not receiving calls right now." What does this mean? Does it just mean the phone is currently not turned on or what? Does anybody know anything about I Wireless phones that could help me? Please and thank you

1. I wireless is a prepaid phone, so most likely your boyfriend doesn't currently have minutes on his phone.
