Do you have to have a data plan to use wifi on a blackberry bold on at&t?

I saw "*Wi-Fi requires a BlackBerry data rate plan and a Wi-Fi capable BlackBerry." on the blackberry bold page. I am looking to upgrade to a blackberry bold or cure 8900. I have no intention of getting a data plan because there is wifi wherever I use my phone. Does this mean that to use wifi I have to get a data plan??

1. AT&T requires the data plan on all smart phones. All wifi enabled phones are smart phones. AT&T requires the data plan on all wifi enabled phones. You don't need a data plan to use wifi but you need the data plan to use the phone at all on the AT&T network.
