How do I transfer a number from 1 ATT account to a different person's account?

I have a relative going through a divorce and we are going to move his cell phone from his future ex-wife's plan to mine.

1. call customer service. tell them what you plan to do. they may do a verbal authorization over the telephone. I used to work for Vz and it was done quite often. Should not take more than 10 minutes. Your friend may have to pay an activation. That could be the only real cost attached to this transaction. Now if the ex wife is the account holder, she may have to give permission.
