Why would a verizon phone tell you that the person you are trying to call is unavailable?

I'm trying to get a hold of my friend, but for the last few days everytime i call it says "welcome to verizon wireless, the wireless customer you are trying to call is not available, please try your call again later". I was wondering if anybody knew what that meant? Does it mean hes blocking me? Or that his phone is shut off? I was just curious if anybody could answer my question. Thanks.

1. It sounds like they haven't set up their voicemail.
2. It appears that the person got their phone disconnected. The person may have not paid their bill on time so Verizon disconnected it.
