I called someone and message said "The Verizon wireless customer is not available now, try again later"?

Does this mean there's a problem with the phone? I've called this person in the past and got her voicemail, never this "error" message from Verizon Wireless

1. It could be they've disabled their voicemail.
2. thye have disabled the voice mail or they are out of signal
3. could be out of range or the phone is switched off
