Do Cell phone providers buy their phones at retail price?

Do cell phone companies buy their phones for retail price from the phone company or do they get a huge discount like any other company buying any other product. For example, when verizon wireless buys an LG phone, do they pay what a buyer would pay or do they buy at a discount?

1. no. they buy them cheap and then sell them at outrageous prices with a 2 year contract.
