  1. I am sure you have checked to make sure the phone in plug in correctly. I assume you hear no dail tone. If you hear no dial tone it is probably the wiring and will need to contact the Repair Center the number is on you phone bill. There really is no trouble shoot for this problem if there is no dail tone. It is a problem that you can't fix. Call repair number and they can have it fix within a day or so just depends.
  2. have you plunged a phone into the NID on the side or back of your house and checked for dial tone there? RNA (ring no answer) means that the wire is broken/cut somewhere.... here is my long drawn out answer how to troubleshoot.... http://profiles.yahoo.com/blog/IHQE3C5KDDAYA3AI3BXXCR5UFE?eid=.jIlzeg6ynTmd7INmompJSRCJScUfm3qe8MqipYgKefFl2mK6Q
  3. If the phone can dial out but does not ring, it could be the phone is broken. If this is a second line in the house it could be plugged into a jack wired to the other line. There should be a test jack outside (inside in some instances) where the wire from the serving terminal and from the inside jacks come together. If your phone works there, the problem is in your house and you are responsible for the inside wire repair -- unless you have a wire protection plan. If it does not work, it is in the company's network and they have to fix it. If you have dial tone and can call out but the phone will not ring, it could be connected to the wrong line in the network. Try calling a cell phone from it and see if the number on caller id matches the number you are calling. If it is different, call repair because they hooked it up wrong.
