i really want a monthly bill phone but .?

hi i am 13 years old and i want a bill phone no one will get me a line because they just dont want to i am doing great in school i have a great attitude all the time and it is juist not fair my brothers had a bill phone when they were 13 i dont know why i have a prepaid phone from att but people keep using my phone and i hardly have minutes also my mom this was about a year ago my brother owes att atleast 600 dollars for a unpaid bill that was in my moms name and he diod not try to pay on it yet and i know about credit and phone bills and stuff like that do not interfere in a big part of your credit i keep asking her please get me a line from any carrier you do not have to go with att just because you like them she likes verizon too but no luck and i frustrated i do not know what to do im stressed out all the time having no minutes and no one cares she say she will only get a line if i have a job and pay the bill my self and that's not fair because my brothers had verizon and att before and did not have to pay nothing on the bill i want a job so i can afford a bill phone but they do not hire 13 year olds they start at 14 and im stressing out and crying because its sad what family wont do for you and where i come from it is impearitive for you to have a phone so if anyone has any solutions please help me out.
