How much would it cost to call ppls cell phones with psp go on skype?

I want to use psp go as a cell phone. I am constantly at hot spots with wifi access. I dont want tp pay for a cell phone plan or prepaid because its costly. Is skype a cheap service to make local calls to cell phones or landlines. How much would it cost per minute.
