Can i make my phone wifi accessible?

I have a windows based phone (Motorola Q) and it connects to the internet ok, but my service provider has crazy charges. I want to know if there is anything i can do to make my phone connect to a hotspot or router using wifi?

1. Some phones do not come with WiFi; and I believe you have to pay for HotSpot, I'm not 100% sure. If you need more information, and if you're a T-Mobile customer, dial 611 on your cellphone for Customer Care. It is free of charges, and it will not count your minutes. However, you need the account holder to speak to the representive to authorize the account.
