How can I use the WiFi on my cell phone to connect my laptop to the internet. Not using a dial-up modem method?

In case this matters: Windows Mobile 6.1 and the phone is the AT&T LG Incite. The phone is WiFi capable and I want to use that connection to connect my WiFi incapable computer to the internet. I do not have a data plan on my phone which is why I desire to use the WiFi and not the dial-up modem method. Assume the following: a WiFi network is available and I have a data cable to connect the cell phone to the computer.
