What's the best cell phone for international traveling?

I travel in countries all over the world and want to get an unlocked quad band wifi phone that can also support skype. I also don't want something that's hundreds of dollars. I don't care about it also having a camera or mp3. I just need a phone, no package deals, I can get a sim card myself. Any suggestions?
