Are Skype phones eligible for free, unlimited Skypeout?

Many of the products I have seen make it sound as if you can have free, unlimited calls - as long as it's to another PC using Skype. But if you have the unlimited $2.95/mo plan, can you assign it to D-Link's USB adapter, the Netgear WiFi phone or any of the other models, or do they use per-minute billing? Thanks in advance.
