Solitaire for cell phone?

How do I get the game solitaire on my cell phone!? I know I can use the internet thingy on my phone, but the prices say "*starting at $2.99". Does that mean it cost monthly??? Anyone know how I can get it fairly cheap forever and not delete on me. let me know please! And I have an LG vu 915

1. when it says starting, meaning it's the cheapest, so therefore there will be a more expensive plan. Usually starting price is monthly, or a certain amount of play time, or pay extra to keep it for life.
