Whats Does Prepaid Mean for a Cell Phone?

ok well hi this is annys daughter and its my 13th birthday July 18th and i really want a LG Chocolate Cell Phone and the prepaid is like 60 bucks and the no contract is $249.99 dollars so i dont get what prepaid means and what no Contract means. if you could help me as fast as possible that would be amazing:) btw i have to know by July 18th because im going to buy a cell phone on the 19th
