Do I Have To Buy A Plan From ATT If I Just Want The Phone?

I'm trying to buy a refurbished phone on-line from ATT and I dont want the plan just the phone. Is this possible to do?

1. Yes but you will pay MUCH more. Try e-bay. But beware of locked phones. Buy from someone with good feedback.
