Does it cost extra to receive picture messages on att go phone?

I currently have an unlimited text package on my AT&T "Go Phone". I have a simple question. It says if I don't have a messaging package picture messages are $.25, and free if you have a messaging plan. But, I see that it is using data while I'm sending picture messages, and when I receive them. Is this data cost included in the messaging plan? Or am I paying per kb to download my picture messages and send them?

1. Your messaging plan includes picture messaging.So you can send out and receive as many picture messages as you want.It'll go towards your messaging plan.When the picture is over 300 KB or 600 kb that is when your phone will use internet.
