WiFi connection and download speed slooooooow HELP PLZ!?

I got stuck at a relatives place who doesn't have any internet so besides my dumb phone that can't tether legally or even at all. I have had to resort to my laptop using wifi at public libary and park via free wifi spots. I KNOW alot of people aren't using these spots enough for it to make my download speed slow down so low. The first day is when i got my laptop i connected with built in downloading 500mb file 24mins. Over the 5 days it slowed down and it is downloading at 3kb to 12kb and yes I do mean KB not mb. What is wrong????? I tried my built in Dell Wireless 1397 WLAN minicard and a Belkin N wireless usb adapter. I even built a antenna and wether its 1 bar or all 5 bars of a connection the download speeds the same. Also im runnin windows vista 64 bit version.

1. You don't say what speed you are connecting at? However some libraries can detect how much you are downloading and limit your speed (Depending on how smart of a system they have) Problem is anyone you talk to at the library probably won't know what you are talking about . (Skill level not there) Make sure you connect at a High speed Connection at least 54MB But since you are on a shared connection it could be other Yahoo's downloading 500MB Files also.
