Whats the difference with Nokia Wifi and normal cell phone internet access... Does wifi connect for free?

I was thinking of buying the new samsung g800 but realised it doesn't have wifi whereas the Nokia n95 does.... I want to be able to connect to the internet when wifi is avaliable in for example bars.... does wifi connect for free? Just another question, which phone is better, the nokia n96 or the new samsung g800? * I mean n95 ^ ^
