wifi cell phone question?

this might not make since but i will explain the best i can.... i will be getting a new phone tomorrow i wanted to know which cell phone that is not to expensive has wifi on it. and also i dont have internet on my cell phone plan so i was curious if i have wifi on my phone can i download ring tones from my wifi cell phone and save it. for instence you know how you get a text message for a ringtone and the site wants you to click it and go to the site using your phone. will i be able to if i have wifi... the phone i wanted was wither samsung jack, nokia e71x, or samsung epix thanks...

1. as far as the phones go, unless you want to buy unlocked (no contract, much more money) you got the right idea as far as att phones (which im inferring you are heading towards). But yes, whether you want to download ringtones direct from att(which you can do without wifi or internet at all) or download from an external site, you should be able to do it through wifi. But what i reccomend is to just use audacity, pick a certain 15 seconds of any mp3, lower the bitrate, and copy to your phones memory.
