Can account owners for phones with ATT read your messages AND incoming ones?

I know account owners for ATT (such as parents) can read your outgoing messages, but can they read the incoming ones? It wouldnt make sense for them to be able to read incoming ones because they dont have jurisdiction over someone elses account so therefore it becomes a privacy issue, right? Am I correct in my thinkings? Edit: Im talking about text messages...

1. yes i think you are correct. They can't read your incoming, that has to be a violation of some sort, but they can read your outgoing.
