The att togo phone does it have free long distance state to state?

Still looking for the right phone for my friend in Miami. She wants a T-mobile, but I don't want to do a 2 year contract. Att has the best plan so far I think. I have us cellular and they don't have that carrier down there. So I need something that I can call her for cheap and she can text and call me for cheap... can someone help me please.

1. T-Mobile is the way to go. Verizon Will just end up ripping you off. And Costs alot more.
