Do you have to pay to watch TV on your ATT phone?

If you have ATT and the phone you get has mobile TV, is watching it free? I have ATT and I want to get a phone and one of the bonus features is mobile TV but my parents won't let me use that feature unless it's free. I can live without it but it'd be cool if I was bored and waiting in a place or something. So do I have to pay for watching it?
