Does Cellular Video cost anything if you have wifi on your phone?

I have wifi on my phone and was wondering if using cellular video on my phone if im going to get charged for anything? and was wondering how to find the full video of cartoon's ect. cause i could only find some that are full and some that are just clips

1. even if you have wifi in your phone, your phone will still use 3G Settings on your phone (this is the same settings for mobile web browsing and MMS sending and receiving). This is because wifi has no connection with your service provider (like Verizon, T-Mobile, AT&T, etc.), however 3G does.
