Is it possible to use a mobile phone on WiFi without a network?

Is it possible to get a phone with WiFi and no cell network that you can use email and skype? Can you buy a divice without a network? Thanks, Bear

1. It should be possible. It would be like using the iPod Touch. The only thing you would be able todo is receive/send emails and visit websites. You would not be able to make phone calls. Phones like this could be purchased through ebay.
