Do you need a data plan to use the WiFi feature that is built into the T=mobile Dash phone or any WiFi Phone?

I'm planning on getting a phone that has WiFi (Dash) only if it is free to go online. Does it work like a laptop where you find a access point and you can just go online or do you have to have a data plan for the WiFi feature to work? I've asked before but got mixed responses. Thanks

1. if it wis Wifi then yes, it has to have an internet browser on it and you are good to go.
