Can you unlock a verizon wireless orange LG EnV phone to use with at&t cingular?

cuz i want an orange LB EnV, but I have AT&T and my mom wont switch to Verizon

3. No. As a verizon wireless employee, I can definitely say the phone is not compatible with another carrier. Even the same phone, i.e. Razr, is not compatible across carriers. You might want to see if AT&T have a similar phone, or a phone wiht similar features.
4. No unless you have a SIM or GSM in the phone. That's a little card in the back near the battery.
