1. http://mytinyphone.com is 100% free as long as you can use your internet on your phone unlimitedly or can transfer the rington to your phone
2. http://www.cre8tones.info is the site I have been using for 2 years. the site is free, no subscriptions or any of that junk. i've downloaded all of my ringtone collection from there, u don't have to sign up if you don't want. you can either make your own ringtones, or download some that other users have created.
