can everyone of every phone company open a text without paying?

like att and verizon and all those. can they open texts without paying, if they dont have texting in their plan.

1. It doesnt matter if you open it or not, its the fact that it was SENT. I tested this in Canada, when I didnt want to pay outrageous roaming fees, I had to just turn my phone off until I got back to the US so I wouldnt be charged.
