Is there any way to unlock an old ATT phone so it works with a new Cingular sim card?

I have 3 phones with this company 2 expensive 1 cheap. My wife lost the cheapie, with no insurance you get no help. For $130 a month you'd think they could throw me an old phone. A very nice clerk gave me a new sim card but cingular says the old phones are locked! They want at least $170 for a replacement! it's the principle you know!

1. go to any swapmet or cellular store. tell them you want to unlock the phone. it's about 30 bucks and u'll get the phone back in a day or so.
